Organizational Context
The Programme Officer position is within the Peacekeeping-Intelligence Coordination Team, Office of the Under-Secretary-General for Peace Operations (DPO). DPO is a center of excellence for peace operations, managing conflict and sustaining peace globally. This role supports the development and implementation of peacekeeping-intelligence policies and operations.
Job Purpose
The Programme Officer will monitor and support the development of operational guidance documents for the DPO's peacekeeping-intelligence policy framework. This includes developing, implementing, and evaluating assigned programmes and projects, analyzing programme development and implementation, and identifying issues for corrective action. The role involves leading the development and coordination of training courses related to peacekeeping-intelligence, researching and analyzing information from diverse sources, and coordinating efforts to enhance early warning systems in peacekeeping operations. The officer will also contribute to policy development, generate survey initiatives, design data collection tools, and prepare written outputs such as background papers and reports. Additionally, the role provides substantive support for meetings and conferences, coordinates outreach activities, conducts training workshops, and participates in complex field missions.
Responsibilities

The Programme Officer will lead the development and coordination of peacekeeping-intelligence training courses. Responsibilities also encompass researching, analyzing, and presenting information from diverse sources, coordinating efforts to enhance early warning in peacekeeping, and contributing to policy development. This includes reviewing issues and trends, preparing evaluations, and designing data collection tools. The officer will prepare written outputs, provide substantive support for meetings, coordinate outreach activities, conduct training workshops, and participate in complex field missions.
Work Experience
A minimum of seven years of progressive experience in political science, international relations, law, security, or related fields is required. Specific experience includes at least two years with the UN Department of Peace Operations, five years in intelligence or peacekeeping-intelligence, and experience in project or programme management. Experience in developing and delivering peacekeeping-intelligence training and in early warning concept development is also required. Experience in a peacekeeping operation or post-conflict environment is desirable.
Skills
Professionalism, teamwork, and planning and organizing are core competencies. Specific skills include: knowledge of relevant theories and concepts, analytical and evaluative skills for research, data collection abilities, judgment, and managing priorities. Proficiency in identifying and resolving issues, effective communication, and the ability to work collaboratively are essential. Experience in incorporating gender perspectives into work is also noted.
