Organizational Context
This role supports a UN Joint Programme in Kuwait focused on inclusive employment and empowerment, particularly for persons with disabilities and substance use rehabilitation. Job Purpose
The Programme Management Officer is responsible for the overall coordination, implementation, monitoring, and evaluation of the UN Joint Programme “Promoting Inclusive Employment and Empowerment” in Kuwait. This involves serving as the primary liaison between participating UN organizations, the Administrative Agent, the Convening Agent, and the donor. The role ensures coherent communication, alignment on programmatic and administrative matters, and effective functioning of the Programme Steering Committee. A key aspect is mapping programme outcomes against Sustainable Development Goals, tracking contributions to Kuwait's national commitments, and positioning the programme as a vehicle for SDG advancement. The officer also liaises with government counterparts and civil society to ensure alignment and incorporate stakeholder perspectives, fostering national ownership and relevance of results. This position is crucial for ensuring the joint programme's successful delivery and contribution to national development priorities and the 2030 Agenda.
Responsibilities
Coordinate the day-to-day implementation, monitoring, and evaluation of the joint programme across four Participating UN Organizations (PUNOs), ensuring coherence with workplans, timelines, and budgets. Act as the primary coordination interface between the Administrative Agent, Convening Agent, PUNOs, and the donor, facilitating communication and alignment. Support the Programme Steering Committee's effective functioning, including preparing agendas and following up on decisions. Map programme outcomes against Sustainable Development Goals and Kuwait's national commitments, tracking and reporting contributions to SDG progress. Serve as the main liaison with government counterparts and civil society organizations, fostering engagement and ensuring alignment with national policies. Consolidate and quality-assure programmatic and financial reports from PUNOs, ensuring accuracy and timely submission to the donor. Maintain comprehensive records for transparency and accountability. Analyze data to identify trends and provide insights for data-driven decision-making and reporting. Establish and maintain relationships with relevant stakeholders, including government, employers' organizations, civil society, and other UN agencies.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required. Essential experience includes monitoring, reporting, data analysis, and coordination of multi-stakeholder initiatives. Experience within the UN system or international organizations, and with donor-funded programmes, is desirable. Familiarity with results-based management and supporting high-level coordination mechanisms is also desirable.
