Consultant for studies on active longevity centers in Kazakhstan
Organizational Context
The United Nations Secretariat, specifically the Economic and Social Commission for Asia and the Pacific (ESCAP), is implementing a project focused on mainstreaming population ageing into policy frameworks. This initiative targets countries in North and Central Asia to enhance awareness and provide policy options for creating age-inclusive societies. The role supports this project by analyzing active longevity centers.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive analysis of active longevity centers in Kazakhstan and select peer countries. This involves drafting a working paper in English detailing their history, current status, and future opportunities. The role also requires providing a Russian language translation of the final paper. The work contributes to ESCAP's project by providing evidence-based insights and policy recommendations to advance the implementation of the Madrid International Plan of Action on Ageing and build societies that cater to all age groups.
Responsibilities
The consultant will draft a working paper in English analyzing active longevity centers in Kazakhstan and peer countries. This includes outlining their establishment objectives, enabling factors, roles of various actors, and identifying gaps. The consultant will assess the performance of these centers against national policies and MIPAA objectives, identifying successes and limitations. Furthermore, the role involves comparing these findings with best practices in community-based centers across Asia and the Pacific, analyzing their efficiency, effectiveness, inclusiveness, and sustainability. Finally, the consultant will provide policy recommendations for improving active longevity centers in Kazakhstan and for their introduction in other regions.
Work Experience
A minimum of 5 years of experience is required in conducting research on population ageing and healthy ageing. Experience with data analysis, writing analytical reports, and in-depth knowledge of Kazakhstan's ageing and longevity policies are essential. First-hand experience in establishing and managing Active Longevity Centers is also required.
Skills
Research on population ageing, healthy ageing, data analysis, report writing, qualitative and quantitative research, policy analysis, understanding of institutional and policy environments, experience with Active Longevity Centers, excellent English drafting skills, familiarity with the Madrid International Plan of Action, fluency in Russian.
