Organizational Context
The International Court of Justice (ICJ), the UN's principal judicial organ, comprises 15 judges and settles legal disputes between states and provides advisory opinions. Unlike other principal UN organs, the ICJ operates with its own administration, the Registry, headed by a Registrar. This role is situated within the Registry's Security and General Assistance Division.
Job Purpose
The General Services Management Assistant supports the Head of the Security and General Assistance Division in non-security-related functions at the International Court of Justice. This role involves supervising the General Assistance Unit, acting as the administrative focal point for the Division, and managing various operational aspects. Key responsibilities include assisting with budget preparation and monitoring, overseeing procurement and logistics, managing supplies, and supporting human resources functions for the unit. The position also entails assisting with the organization of court activities, managing the vehicle fleet, and overseeing general administrative operations, ensuring the smooth functioning of the Division's support services.
Responsibilities
Supervise the General Assistance Unit (5 staff) and serve as the administrative focal point for the Division. Support budget and finance by assisting with budget preparation, monitoring expenditures, and suggesting fund adjustments. Manage procurement, property, and logistics by preparing requisitions, monitoring vendor contracts, inspecting goods, and managing consumables. Oversee human resources for the unit by maintaining records, approving leave, monitoring overtime, and assisting with workplans and performance reviews. Provide logistical and general administrative support, including organizing court activities and events, managing the vehicle fleet, supervising driving operations, mail, reception, and internal mail services. Liaise with external entities for building management and repairs, and perform other assigned duties.
Work Experience
Seven years of experience in general administration, management, logistics, budgeting, or project management is required (or five years with a first-level university degree). Experience in drafting formal reports, instructions, and standard operating procedures, as well as using enterprise resource planning systems, is also required.
