INTER-REGIONAL ADVISER ON STRUCTURAL TRANSFORMATION
Organizational Context
This position is within the Programme Management Unit, Economic Analysis and Policy Division (EAPD) of the UN Secretariat's Department of Economic and Social Affairs (DESA). The Division provides research and policy analysis on global macroeconomic trends and long-term development issues, supporting Member States in implementing the 2030 Agenda and SDGs. The Inter-regional Adviser (IRA) will provide high-level technical expertise and knowledge transfer to governments.
Job Purpose
The Inter-regional Adviser (IRA) provides capacity development and policy advisory support to developing countries on structural transformation towards higher-productivity economic activities and diversification, aligning with sustainable development goals. This involves utilizing macroeconomic forecasting tools, developing and adapting economic models, and connecting sectoral approaches like energy and digitalization to structural transformation. The role contributes to designing and implementing capacity development programs, preparing training materials, and supporting global discussions. The IRA also monitors gender mainstreaming, contributes to resource mobilization, and liaises with professional networks, ensuring alignment with intergovernmental guidance and DESA strategies.
Responsibilities
Provides capacity development and policy advisory support to governments and stakeholders in developing countries on structural transformation, focusing on increasing productivity and economic diversification for sustainable development. Utilizes and guides the use of macroeconomic forecasting tools and models for quantitative analysis of structural transformation trends. Develops and adapts economic, social, and environmental models to enhance national capacities for macro-development linkages and SDG-aligned policy options. Integrates sectoral development approaches (e.g., energy, digitalization) into structural transformation strategies and prepares relevant materials. Participates in the design, implementation, monitoring, and evaluation of capacity development programs and materials. Monitors gender mainstreaming in all policy and program activities. Contributes to resource mobilization efforts and collaborates with professional networks.
Work Experience
A minimum of seven years of progressive experience in economic development within the UN system or international organizations is required. This includes at least four years of experience in capacity development and policy advisory work in developing countries. Experience with macroeconomic modeling, econometric techniques, and relevant software (R, Python) is essential. Experience with green energy transition impacts on developing countries and international technical cooperation is also required.
