Organizational Context
The Department of Safety and Security (UNDSS) globally leads and supports the UN security management system, enabling safe and effective UN program delivery in challenging environments. This role, based in Dnipro, Ukraine, contributes to peace, security, human rights, and Sustainable Development Goals, offering valuable experience within a dynamic organization.
Job Purpose
The Field Security Coordination Officer serves as a key advisor on security risk management, policy, and procedures to the Designated Official, Head of Mission, and UNSMS organizations. This role involves chairing the Area Security Cell, forecasting security environments, developing risk management strategies, and ensuring the integration of security into all UN activities and programs. The officer oversees security projects, monitors preparedness, enhances communication with stakeholders, and strengthens personnel security awareness through training. The position also includes managing security-related budgets, finances, logistics, and leading the security team, while ensuring the implementation of gender, diversity, and inclusion principles in security risk management.
Responsibilities
Advise the Designated Official, Head of Mission, and UNSMS organizations on security risk management, policy, and procedures. Serve as a member of the Area Security Management Team and chair the Area Security Cell to ensure alignment and support for security operations. Forecast evolving security environments and UN responses, utilizing analytical techniques for planning and program adjustment. Develop inclusive risk management strategies through continuous monitoring and critical thinking. Prepare, review, and implement security planning and risk management documents. Advise on integrating security into UN activities and programs, providing direct operational assistance. Oversee security projects, ensuring timely completion and adherence to guidelines. Monitor and evaluate preparedness and compliance activities. Enhance communication and trust with UN system organizations and stakeholders through collaboration and information sharing. Liaise with NGOs, diplomatic missions, and Host Government representatives. Strengthen personnel security awareness and capacity through training. Conduct security surveys and assessments, recommending effective security measures. Ensure the implementation and maintenance of a functioning Security Communication System. Manage budget, finance, and logistical planning for the security office. Lead and manage the security team, including workforce planning and performance assessment. Ensure the implementation of gender, diversity, and inclusion approaches in security risk management.
Work Experience
A minimum of seven years of progressive experience in security, risk management, or emergency preparedness is required. Three years of experience within the UN Common System or a comparable international organization in active/post-conflict environments is necessary. Experience in security program management, operational risk analysis, and mitigation measure design is also required. Experience advising senior management, managing humanitarian convoys, leading multi-national teams, and liaising with diverse stakeholders is desirable.
