Power Platform Consultant (ITS)
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
This consultancy aims to leverage the Microsoft Power Platform and AI capabilities to design, build, and operationalize AI-enabled automation solutions, establishing reusable patterns, governance controls, and documentation to ensure long-term supportability within PAHO's Information Technology Services Department.
Responsibilities
Design, build, test, deploy, and support solutions using Power Automate, Power Apps, Dataverse, SharePoint Online, Microsoft Lists, Microsoft Forms, Power BI, and Power Pages. Develop and troubleshoot integrations with PAHO systems using standard and custom connectors, REST APIs, Azure Logic Apps, and Azure Functions. Implement robust error handling, approvals, and escalations. Investigate and resolve platform issues, supporting data imports and migrations. Design solutions for long-term maintainability and consolidation. Design, configure, test, and deploy AI-enabled workflows and Copilot Studio agents, grounding them in PAHO knowledge sources. Document human-in-the-loop controls, evaluation scenarios, and AI-related costs. Apply security, data protection, and AI governance requirements. Manage changes through source control and Power Platform ALM. Propose improvements to governance controls. Prepare and execute tests, support user acceptance testing, and verify production readiness. Provide production support and monitor platform capacity. Prepare and deliver required documentation, including solution designs, process documentation, and benefits registers. Provide knowledge transfer to designated ITS staff.
Work Experience
At least four years of progressively responsible experience in application development, systems integration, or business process automation, with at least three years of hands-on delivery on the Microsoft Power Platform in an enterprise environment. Strong experience with Power Automate, Power Apps, Dataverse, SharePoint Online, Microsoft 365 services, and Power BI. Demonstrated experience integrating Power Platform solutions with enterprise systems using REST APIs, JSON, OAuth 2.0, service principals, managed identities, custom connectors, and Azure integration services. Demonstrated experience with Power Platform application lifecycle management and governance controls. Experience gathering requirements from non-technical stakeholders, documenting processes, and delivering solutions from concept through production support. Ability to manage multiple concurrent tasks and deliver by deadlines with limited supervision. Experience with Microsoft Copilot Studio, Azure AI services, or comparable AI-enabled workflow delivery is highly desirable, or strong applied understanding of generative AI use cases, prompt design, retrieval grounding, evaluation, and responsible AI principles. Experience in a regulated, multi-country, or international organization environment is desirable.
