Consultant - Health Systems and Service Strengthening
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To provide organizational and technical support for the implementation of PAHO/WHO initiatives aimed at strengthening the health system in Haiti, including launching primary health service strengthening activities and improving the quality of care at the University Hospital of Peace (HUP) and the University Hospital Justinien (HUJ).
Responsibilities
Support the operational implementation of quality improvement activities at HUP and HUJ, focusing on surgical services management, clinical quality, and support systems. Strengthen health human resources continuity by coordinating with the Ministry of Public Health and Population (MSPP) and supporting the development of an online continuous training program for nurses. Assist in the implementation and expansion of digitalization processes in health facilities, coordinating with specialized companies and PAHO/WHO. Support health service improvement projects, including health financing activities. Collaborate with humanitarian actors, contribute to strategic documents, participate in supervision missions, and support the development of training for quality of care improvement.
Work Experience
Minimum of nine years of professional experience in health systems strengthening, health human resources capacity building, or public health program implementation. At least five years of specific experience in developing and implementing training courses (preferably e-learning) for health professionals. Proven experience in providing organizational or technical support to health service delivery initiatives in complex or resource-limited environments is a major asset. Experience with PAHO's Virtual Campus for Public Health or similar platforms is desirable. Good knowledge of quality improvement processes in healthcare settings. Understanding of health system digitalization efforts is highly desirable.
