Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To provide technical assistance to strengthen the financial sustainability of COFEPRIS, a national regulatory authority, by analyzing, designing, and applying financial planning tools, regulatory costing, and programmatic-budgetary alignment.
Responsibilities
Provide specialized technical assistance to strengthen the financial sustainability of the regulatory authority through the analysis, design, and application of financial planning tools, regulatory costing, and programmatic-budgetary alignment. Support the development of a strengthened programmatic structure for fiscal year 2027. Support the formulation of COFEPRIS's 2027 budget by program and funding source. Actively participate in meetings with other federal agencies related to the main objective of the consultancy. Maintain close coordination with the technical teams of PAHO/WHO Mexico and COFEPRIS.
Work Experience
Essential: At least 9 years of national experience in the public health sector, with direct participation in institutional-level planning, programming, and financial management. Proven experience in the formulation, analysis, and monitoring of public budgets, as well as in accountability processes and strategic decision-making. Ability to prepare technical analyses, strategic documents, and executive reports, focusing on financial efficiency and sustainability. Experience in inter-institutional coordination and working with technical teams from various public sector departments. Desirable: Previous experience in management or high-level management positions in the health sector or public institutions. Knowledge of economic and financial analysis applied to public health policies. Experience as a consultant or technical advisor in institutional strengthening or international cooperation projects.
Skills
Facilitation of technical workshops and analysis processes, teaching or training experience. Ability to work autonomously, results-oriented, and with a high commitment to quality and accountability.
