Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To design, coordinate, and consolidate regulatory learning programs, ensuring acquired knowledge translates into applied skills, institutional improvements for COFEPRIS, and regional support for strengthening regulatory capacities in Central America.

Responsibilities

Implement the EU4Health Project 'Strengthening the Regulatory System for Medicines and Vaccines in Mexico' by developing and coordinating sustainable regulatory capacity-building initiatives. Design, implement, and manage training programs focused on regulatory convergence and alignment with international standards. Develop and consolidate COFEPRIS's institutional Regulatory Mentorship model and a 'Train the Trainers' school. Systematize the results of the Regional Program implementation, including course development, participation, learning evaluation, and platform functionality. Collaborate with COFEPRIS, regional agencies, universities, and service providers.

Work Experience

Essential: Six years of national experience in implementing training programs in public and/or academic institutions. Proven experience in designing, coordinating, and implementing training programs, preferably in the public sector and/or health field. Experience in the operational management of training processes, including planning, logistics, team coordination, and supervision. Knowledge and application of learning evaluation methodologies and development of instruments to measure results and performance. Experience in developing and managing Annual Work Plans with monitoring of goals and indicators. Desirable: Previous experience in health regulation training at the federal level. Specific experience in training technical and specialized health sector personnel at the federal or institutional level. Experience in designing self-paced and in-person courses, and in 'train the trainers' processes. Certifications in instructional design, human capital training, or technical training.
