Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

Provide technical support for the implementation of activities aimed at strengthening the integration of health promotion, equity, and social determinants of health into policies, programs, projects, and strategies, with an emphasis on reducing inequities, social participation, intersectoral action, and addressing barriers to accessing health services and technologies.

Responsibilities

Provide specialized technical assistance to health managers at federal, state, and municipal levels for the effective integration of social determinants of health and equity approaches into health policies, plans, and programs. Support the adaptation and application of PAHO/WHO methodologies for evaluating the impact of health policies and interventions on health inequalities and inequities. Strengthen the capacity of the health sector to lead and participate in intersectoral governance spaces. Provide technical support for the design, implementation, monitoring, and evaluation of health promotion and well-being policies. Support the development and implementation of strategies for creating and strengthening healthy environments. Develop, adapt, and apply tools, indicators, and methodologies for monitoring and evaluating social determinants of health, inequalities, and health equity. Systematize activity results, prepare technical documents, and formulate recommendations. Collect, analyze, synthesize, and disseminate scientific, epidemiological, social, and territorial information. Prepare technical documents related to the consultancy area. Technically monitor the elaboration, implementation, and monitoring of Cooperation Agreements. Contribute to defining achievements, indicators, and goals. Support the development and dissemination of technical documents, publications, and communication materials. Participate in the preparation and execution of meetings, workshops, seminars, and technical missions. Coordinate and work inter-programmatically with the CDE team and other PAHO/WHO Brazil technical areas.

Work Experience

Essential: Minimum of seven years of professional experience in public health, health promotion, social determinants of health, equity, or health surveillance. Proven experience in the development, implementation, monitoring, or evaluation of health policies, programs, and projects. Desirable: Experience in communicable disease prevention/control/elimination programs; technical cooperation with the Ministry of Health and state/municipal secretariats; projects with international organizations or UN agencies; intersectoral coordination and social participation; analysis of inequalities and indicator production; management of Cooperation Agreements and Work Plans; working with vulnerable populations; technical-scientific knowledge production and dissemination.

Skills

Essential: Knowledge of health promotion, equity, and social determinants of health; prevention, surveillance, control, and elimination of communicable diseases; PAHO/WHO tools and approaches (e.g., Health in All Policies, Healthy Cities, Health Equity Assessment Toolkit); social participation, community engagement, health communication, and intersectoral action; Primary Health Care, health surveillance, and organization of the Unified Health System (SUS); human rights, gender, race/ethnicity, interculturality, life course, territoriality, and their relation to inequities; national and international policies related to health promotion, social determinants, and communicable disease elimination; planning, implementation, monitoring, and evaluation of public health policies, programs, projects, or technical cooperation instruments; analysis of epidemiological, social, and territorial information; ability to prepare technical documents; ability to plan and facilitate meetings, workshops, and training activities; ability to work inter-programmatically and intersectorally; ability to systematize and disseminate scientific evidence, experiences, and best practices; excellent oral and written communication, organization, negotiation, teamwork, and results-oriented skills. Desirable: Knowledge or experience in specific programmatic areas (malaria, tuberculosis, HIV, etc.); experience applying specific PAHO/WHO tools; knowledge of the One Health approach, climate change, environmental health; experience in managing Cooperation Agreements, Work Plans, or technical cooperation projects; experience working with vulnerable populations and community mobilization strategies; knowledge of PAHO/WHO planning, monitoring, and evaluation instruments.
