Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To establish a national roster of consultants specialized in Health Systems and Services to provide technical support for PAHO/WHO activities, projects, and technical cooperation initiatives in Uruguay.
Responsibilities
Provide strategic support and technical assistance in priority areas for strengthening health system capacities. Develop technical documents and strategic plans. Conduct studies, situation analyses, and evaluations. Facilitate technical exchange and coordination among professionals and stakeholders. Generate and systematize evidence. Develop regulatory and normative proposals. Conduct training and capacity building. Monitor and evaluate projects. Prepare technical and executive reports. Participate in national and regional technical cooperation activities. Coordinate with national and international actors.
Work Experience
Essential: Minimum of five years of verifiable experience in health systems and services. Experience in project formulation, implementation, and evaluation. Desirable: Experience in international cooperation, particularly in South-South and triangular cooperation projects. Experience in public health project management. Experience in research projects or technical cooperation implementation with PAHO/WHO or multilateral organizations.
Skills
Ability to work in a team, inter-institutionally, and multi-disciplinarily. Excellent technical document writing skills. Essential information technology skills, including effective use of Microsoft Office Suite (Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint) and artificial intelligence resources.
