Job Purpose
To provide technical support for the implementation of activities aimed at strengthening national capacities in environmental determinants of health, climate change, and worker health within the Unified Health System (SUS) and intersectoral collaborations.
Responsibilities
Provide technical advisory services for planning, implementation, monitoring, and evaluation of technical cooperation related to environmental health determinants, climate change, and worker health. Assist in the implementation of cooperation agreements and special projects. Develop and promote evidence-based policies, guidelines, and tools for environmental health surveillance, climate adaptation, and healthy work environments. Support actions related to AdaptaSUS, Health and Climate Information Centers (CISC), and health sector preparedness for extreme climate events. Strengthen the National Policy on Worker Health (PNSTT), Worker Health Surveillance (Visat), Renast, and Cerest. Collect, analyze, and disseminate scientific and technical information on environmental and occupational exposures, climate change, and their health effects. Develop analyses and recommendations on water, sanitation, hygiene (WASH), air quality, chemicals, extreme heat, and other relevant factors. Structure training activities and facilitate capacity building. Prepare technical documents, including reports, analyses, and project proposals. Monitor the execution of cooperation instruments and contribute to defining indicators and evaluating technical and budgetary performance. Support the production and dissemination of publications and participate in national and international meetings.
Work Experience
Essential: Minimum of seven years of experience in the health sector, with work in at least two of the following areas: environmental health, climate change and health, worker health, health surveillance, sanitation, or environmental and occupational risk management. Experience in health project management or monitoring and in intra- and intersectoral coordination. Desirable: Experience with the Ministry of Health, state or municipal secretariats, Renast, Cerest, environmental surveillance, Primary Health Care (APS), or institutions responsible for the environment, labor, sanitation, and civil defense.
Skills
Essential: Solid knowledge of public health, health surveillance, Primary Health Care, social and environmental determinants of health, and the organization of the SUS. Advanced knowledge of climate change and health, including adaptation, mitigation, climate justice, and health system resilience. Applied knowledge of environmental health, including WASH, air quality, chemical safety, population exposure surveillance, and environmental risk management. Knowledge of the National Policy on Worker Health, Worker Health Surveillance, Renast, Cerest, and the List of Work-Related Diseases. Knowledge of work environment and process surveillance, accident investigation, occupational exposures, and the articulation of Worker Health with APS and SUS networks. Knowledge of the impacts of climate change on health, including extreme heat, thermal stress, air pollution, extreme weather events, and occupational exposure. Knowledge of international cooperation instruments, planning, monitoring, evaluation, and resource mobilization for health projects. Ability to prepare technical-strategic documents, indicators, operational models, situation analyses, projects, and cooperation proposals. Ability for institutional articulation, negotiation, and interprogrammatic and intersectoral coordination. Strong oral and written technical communication skills. Desirable: Knowledge of AdaptaSUS, CISC, Belém Health Action Plan (BHAP), and national/international climate and health agendas. Experience in implementing or evaluating actions in environmental health, climate adaptation, PNSTT, Visat, Renast, or Cerest. Knowledge of vulnerability assessment, early warning systems, Heat Action Plans, and protection of workers exposed to extreme climate events. Experience in developing, monitoring, or evaluating Cooperation Agreements, Annual Work Plans, and technical cooperation projects. Experience in data analysis, geoprocessing, monitoring dashboards, or integrating environmental, climate, epidemiological, and occupational information. Experience in international cooperation, resource mobilization, and preparing proposals or technical documents in Portuguese, English, and/or Spanish. Essential computer skills: Microsoft Word, Excel, PowerPoint, Outlook, Teams, SharePoint, and virtual meeting platforms.
