Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To provide international technical assistance, tutoring, and on-site support to strengthen the implementation of the ESFC-IGSS, the training of residents and multidisciplinary teams, comprehensive care management, the organization of services based on Primary Health Care (APS) and Integrated Health Networks (RISS), and the sustainable transfer of capabilities to national professionals and institutions.
Responsibilities
Provide technical assistance and tutoring for the ESFC-IGSS, including advising on comprehensive care management, analyzing institutional contexts, designing academic content, delivering training, supporting the development of protocols and guides, strengthening service management within APS and RISS frameworks, supporting interprofessional teams, conducting applied research, monitoring technical activities, and transferring capabilities to national counterparts.
Work Experience
Minimum of seven years of relevant professional experience, including at least two years of clinical activity in family/community medicine/health and technical experience in APS, RISS, resident training, or related service management. Demonstrable experience in research and teaching, tutoring, or training health professionals. Experience in developing technical documents, protocols, guides, pathways, or care lines. Experience in international technical cooperation or working in multiple countries, trainer of trainers, management of APS programs or networks, or working with international organizations, social security, or universities is desirable.

Skills in teaching, facilitation, mentoring, and feedback. Monitoring, supervision, critical analysis, and results-orientation. Multicultural, interprofessional, and collaborative teamwork. Communication, negotiation, stakeholder management, and adaptability to institutional contexts. Responsible autonomy, timely delivery, and high-quality written production. Proficiency in office tools, videoconferencing, learning platforms, digital collaboration, and reference management. Experience with Virtual Learning Environments like CVSP/PAHO is desirable.
Required Languages
Spanish (oral and written proficiency for teaching and field work).
Desired Languages
English (functional technical proficiency for reading, communication, and production of materials). Portuguese or other official PAHO language is desirable.
