PAHO Consultant - Strategic Plan Nursing & Midwifery

Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To provide specialized support in the preparation and development of the new Regional Nursing Body (RNB) Strategic Plan for Nursing and Midwifery 2026-2035, coordinating consultations, involving key actors, and finalizing the plan with implementation, resource mobilization, risk management, and monitoring frameworks.

Responsibilities

Review previous consultancy deliverables. Conduct stakeholder consultations and document findings. Draft and finalize the Regional Nursing Body Strategic Plan for Nursing and Midwifery 2026-2035, including detailed Implementation Plan, Resource Mobilization and Financing Strategy, Risk Management Framework, and Monitoring, Evaluation and Learning Framework. Prepare summary reports of consultations.

Work Experience

At least seven years of experience as a nurse, midwife, or nurse-midwife, with demonstrated experience in public health, public policy, strategic planning, health systems strengthening, health workforce governance and leadership, and HRH planning and policy development. Knowledge of the nursing and midwifery workforce in the Caribbean is required. Experience working in multicultural environments is also required. Additional relevant experience in administration and management of nursing/midwifery services is desired.
