Job Purpose

Provide specialized technical assistance to support the transition of the Financial Sustainability Initiative of the Virtual Campus for Public Health (VCPH) from the strategic design phase to institutional implementation, by consolidating approved recommendations, developing an operational and financial framework, creating implementation tools, and preparing technical and executive documentation to facilitate the adoption, management, and sustainability of the proposed model within the Organization.

Responsibilities

Consolidate recommendations and agreements from previous work of the VCPH Program and the Financial Sustainability Working Group into an integrated operational document. Develop a proposed financial and operational management framework to support the institutional implementation of the VCPH financial sustainability model, including the financing architecture, VCPH Fund management mechanisms, and corresponding operational guidelines. Create practical implementation tools and instruments, such as operational procedures, process maps, templates, guides, and other support materials to facilitate consistent execution within PAHO's administrative systems. Provide technical support to the Working Group during the consultancy period, including preparing working materials, minutes, executive summaries, agreement documentation, and tracking pending issues. Update and adjust technical and operational documentation based on decisions and recommendations arising from Working Group deliberations and consultations with relevant Organization areas. Prepare executive documentation and presentations required to communicate the proposed operational framework and consultancy results. Participate in technical and coordination meetings necessary for achieving consultancy objectives.

Work Experience

Proven experience in financial analysis, strategic planning, or institutional sustainability. Skills in writing, technical analysis, and preparing executive presentations. Previous experience in international organizations is desirable. Knowledge of financing models in virtual education or public health contexts is desirable. Required: 7 to 9 years of combined national and international experience in financial analysis, strategic planning, or related fields.
