Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To provide technical continuity to the road safety, urban health, and health promotion agenda in Ecuador, supporting coordination with national and local authorities and cooperating partners.

Responsibilities

Support the design, implementation, and monitoring of road safety policies and actions. Accompany the implementation of the Bloomberg Initiative for Global Road Safety (BIGRS) projects. Support coordination and implementation of activities related to territorial health governance and intersectoral coordination. Implement the WHO urban health capacity assessment process in selected municipalities. Support the Healthy Municipalities initiative and work with local governments in the Global Network of Age-Friendly Cities. Sustain national coordination of work with the Ministry of Public Health, National Transit Agency, ECU 911, regional and local governments, and cooperation partners. Systematize progress, lessons learned, and recommendations for national and municipal authorities and the PAHO Representation.

Work Experience

At least 5 years of general experience in technical or advisory roles related to road safety, urban health, and/or health promotion. Experience working with UN System organizations or directly with UN agencies from a public sector role. Experience working with municipal governments or decentralized autonomous governments in health promotion and/or intersectoral coordination. Experience in facilitating participatory processes, technical committees, or multisectoral working groups. Experience in preparing technical reports, work plans, or systematization documents for cooperation agencies or government entities. Experience in monitoring indicators or information systems related to road safety or urban health. Previous experience working directly with Bloomberg Philanthropies or similar organizations is desirable. Experience in applying WHO methodologies in urban health, health promotion, healthy municipalities, or age-friendly environments is desirable. Knowledge of the ECU 911 system or similar emergency and transit systems is desirable. Experience working in the public sector, especially in municipal governments, is desirable.

Skills

Technical knowledge in road safety, including the safe system approach and the four pillars of BIGRS. Knowledge of Ecuador's traffic and road safety regulatory framework and ability to follow legislative processes. Knowledge of urban health capacity assessment methodologies and intersectoral work at the municipal level. Knowledge of global and regional UN strategies in urban health and health promotion. Experience with the Healthy Municipalities initiative and/or the Global Network of Age-Friendly Cities. Experience in facilitating intersectoral committees or technical working groups with local government participation. Knowledge of Ecuador's social and health sector, with emphasis on transit and traffic institutions. Ability to write executive and comprehensive technical reports. Coordination and negotiation skills in multicultural environments. Effective oral and written communication skills, with the ability to adapt technical content to diverse audiences. Proactivity and responsiveness to critical situations and tight deadlines. Knowledge of data analysis and visualization tools (Excel, GIS, etc.) applied to road safety, urban health, and health promotion.
