Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To facilitate technical cooperation actions with the Ministry of Public Health to promote universal access and coverage of health for the population of Ecuador, focusing on developing the capacities of National Health System institutions for strengthening Integrated Health Service Networks (RISS), generating evidence for decision-making, and digital transformation of the health sector, through the development of technical reports and specific products that support the implementation of PAHO/WHO's cooperation strategy with the country in the Health Systems and Services (HSS) area.

Responsibilities

Support the strengthening of Integrated Health Service Networks (RISS) by developing progress reports on the RISS strengthening roadmap and the RISS management model. Contribute to evidence generation for decision-making by preparing technical reports on the implementation of National Health Accounts and the update of essential public health functions assessment. Aid in the maturation of the Health Information System and digital transformation of the health sector by producing progress reports on these processes and the transition to ICD-11. Assist in the reorganization of Microrredes nationwide and the sustainability of the National Health System by developing the corresponding methodological document and progress reports from the Cooperating Partners' Roundtable. Support the strengthening of health sector governance and regulation by preparing progress reports on the certification process of ARCSA as a National Regulatory Agency (ARN) level 3.

Work Experience

At least 5 years of general experience in support or technical advisory functions related to Ecuador's health sector. At least 1 year of general experience working within the United Nations System, with a strong emphasis on advisory and technical cooperation related to health system functioning, implementation of health service strategies, and coordination with the Ministry of Public Health. Experience in the functioning and strengthening of Ecuador's National Health System or in managing health services at national and international levels. Experience in using and implementing PAHO methodologies, primary healthcare strategies, and leading digital transformation processes. Experience in formulating interventions and strategic planning for strengthening health system and service components.

Skills

Knowledge of the organization and management of Ecuador's National Health System. Understanding of health care financing mechanisms. Knowledge of the functions of a national regulatory authority. Familiarity with PAHO's key initiatives for strengthening health services. Understanding of integrated health service networks and PAHO's conceptual and operational frameworks. Knowledge of project and policy administration, execution, and evaluation. Ability to draft executive and detailed technical reports, presenting information systematically, concisely, and punctually based on objectives, results, and indicators. Proactivity and rapid response capability in critical situations for problem-solving. Willingness to travel nationally and/or internationally as required.
