Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
Lead the Organization's talent development, learning, performance, engagement, and recognition agenda to strengthen organizational effectiveness and foster a culture of continuous learning, inclusion, and excellence.
Responsibilities
Lead the design, implementation, and improvement of talent development, learning, and workforce capability strategies. Drive leadership development, career pathways, succession planning, and skills-based workforce initiatives. Oversee the performance management framework and analyze organizational performance trends. Design and implement employee engagement, inclusion, and organizational culture initiatives. Lead reporting, analytics, and research related to learning, engagement, workforce capabilities, and performance. Manage and develop assigned staff, oversee learning platforms and HR systems, and promote innovation and recognition programs.
Work Experience
Nine years combined national and international professional experience in a senior HR leadership role with proven experience in HR strategy development and execution regarding career and capabilities development, performance management, engagement, organizational culture, and corporate learning programs. Experience developing or leading organizational transitions into skills-based talent management is desirable.
Skills
Strong strategic HR leadership skills. Advanced expertise in talent development, learning and development, leadership development, performance management, and organizational effectiveness. Ability to design and implement skills-based workforce frameworks, leadership pipelines, and succession planning strategies. Strong analytical skills. Experience developing innovative learning ecosystems, including digital and AI-enabled learning solutions. Ability to foster employee engagement, inclusion, collaboration, and a high-performance organizational culture. Excellent communication, coaching, facilitation, and knowledge-sharing skills. Strong project and change management capabilities. Proven ability to build strategic partnerships. Demonstrated people management skills. Commitment to integrity, accountability, respect for diversity, and PAHO's organizational values. Proficiency in enterprise HR platforms (e.g., Workday, Oracle, Sap), advanced Microsoft Excel, Power BI, Tableau, and AI tools is desirable.
Required Languages
Fluency in English or Spanish with a working knowledge of the other language.
Desired Languages
Knowledge of French and/or Portuguese.
