Job Purpose
This consultancy aims to provide technical assistance to the PAHO/WHO Country Office in Peru to ensure support for the overall coordination of the Project 'Comprehensive strengthening of the prevention and management of Diabetes Mellitus in the first level of care in Peru'. The project focuses on strengthening capacities for prevention, early diagnosis, and adequate management of Diabetes Mellitus, integrating initiatives like BETTER CARE and HEARTS, and reinforcing Integrated Health Networks (RIS) within the Comprehensive Care Model (MCI).
Responsibilities
Coordinate the implementation of the project with regional governments. Provide strategic, technical, and programmatic advice for the development, updating, and implementation of national policies, plans, and strategies on Noncommunicable Diseases (NCDs) and their risk factors, with an emphasis on Health Systems and Life Course. Contribute to the implementation of the Initiative to expand and accelerate the integration of NCD services (Better Care Initiative). Assist in strengthening NCD primary care within defined Integrated Health Networks (RIS) in coordination with the Ministry of Health. Collaborate in the implementation of the HEARTS Initiative and participate in activities related to Arterial Hypertension and Diabetes. Provide support in strengthening NCD information and epidemiological surveillance systems. Organize workshops, technical meetings, and field missions. Support the organization of field missions for contractors, advisors, and consultants. Participate in the definition and execution of the project's baseline and final evaluation. Collaborate in the implementation of the monitoring plan and propose necessary adjustments. Assist with the preparation of periodic financial and programmatic reports. Support the collection of information and evidence to showcase project progress. Contribute to logistical and administrative processes for contracting third parties and acquiring equipment, materials, and supplies. Participate in obtaining extrabudgetary resources, assisting in the preparation of project proposals.
Work Experience
A minimum of three (03) years of combined professional experience in developing activities related to public health project management. Experience in implementing and evaluating programs for the prevention and control of NCDs, including their risk factors with a focus on Diabetes Mellitus. Experience in intersectoral approaches to address underlying determinants such as health systems, information systems, and NCD surveillance, as well as life course components. Experience with initiatives related to the BETTER CARE Initiative, HEARTS, and strengthening Integrated Health Networks (RIS) in articulation with the Comprehensive Care Model (MCI). Experience organizing field missions and implementing health programs with regions.
Skills
Analysis, synthesis, and technical report writing. Inter-institutional coordination, articulation, and relationship building with key stakeholders, with an intercultural approach. Planning, prioritization, and results orientation (meeting deadlines). Collaborative work and effective communication. Knowledge and skills in planning, management, and evaluation of public health projects. Theoretical and practical experience at the highest level in Diabetes Mellitus. Theoretical and practical experience in all aspects related to the implementation of programs related to noncommunicable diseases and health promotion, with in-depth knowledge of epidemiology, prevention, and control methods. Ability to analyze current surveillance systems and develop and plan innovative and appropriate solutions for their improvement. Strong professional oral and written skills, including report writing, oral presentations, and technical documents.
