Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To strengthen PAHO's institutional capacity to prevent and respond to sexual misconduct through tools, technical assistance, training, and strategic analysis in humanitarian projects.

Responsibilities

Develop and validate operational tools for PSEA and AAP in emergency contexts. Design training materials and methodologies. Provide technical assistance to countries on PSEA and AAP implementation. Develop community-level tools and protocols for AAP. Support PSEA/AAP focal points and review reports. Consolidate technical reports on support provided, results, challenges, and lessons learned.

Work Experience

Minimum of seven (7) years of progressive professional experience in areas related to prevention and response to sexual exploitation, abuse, and harassment (PSEA/PRSEAH), protection, safeguarding, gender, human rights, accountability to affected populations (AAP), or humanitarian programming. Demonstrated experience in developing tools, operational guides, protocols, training materials, or methodologies. Experience providing technical assistance and capacity building. Experience working in emergency contexts and humanitarian response, integrating protection, safeguarding, and accountability. Experience in systematizing and documenting results, best practices, and lessons learned. Experience working with international organizations, UN agencies, international NGOs, or public sector institutions is an advantage.

Skills

Knowledge of IASC standards and tools for PSEA and AAP. Understanding of humanitarian principles, victim/survivor-centered approaches, and risk-based management. Ability to draft technical documents, operational tools, and training materials in Spanish and English. Ability to coordinate effectively with diverse stakeholders and multicultural teams. Excellent oral and written communication skills in Spanish and English.
