PAHO Consultant - "Generación de evidencia regional sobre fuerza de trabajo en salud"
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To support the generation of evidence and analysis of available information in the National Health Workforce Accounts (NHWA) to identify information gaps and produce evidence for decision-making in health workforce policy in the Region of the Americas.
Responsibilities
Conduct a rapid and systematic review of evidence on occupational profiles in primary care that form interprofessional teams to define the technical framework for data extraction and analysis in the NHWA. Identify and compile information on the 5 most frequent health worker occupations in primary care that form interprofessional teams, using NHWA and other relevant sources. Characterize these 5 occupations through descriptive and comparative analysis, identifying data gaps, inconsistencies, and limitations in reporting for Brazil, Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Paraguay, Peru, Uruguay, and Argentina. Support the preparation of the 2027 Regional Health Workforce Report by documenting 3 best practice cases in data governance, interoperability, and interprofessional teams, and drafting key messages for strengthening health workforce information systems. Assist in updating health workforce tools for technical cooperation in countries.
Work Experience
Minimum 3 years of experience in health data analysis, health systems and services research, or health workforce planning. Proven experience using the WHO National Health Workforce Accounts (NHWA) platform, occupational classifications (ISCO-08, ISCO-Health), and knowledge of health workforce information systems (HWIS). Experience in qualitative and quantitative analysis of national or regional health databases. Knowledge of the primary health care framework and organization of primary care in Latin America and the Caribbean. Experience in international technical cooperation projects or with multilateral organizations (PAHO, WHO, IBRD, IDB, or others) is desirable.
Skills
Data analysis tools (R, Python, Stata, SPSS, or equivalent). Data visualization dashboards (Tableau, Power BI, ggplot2, etc.). Technical document preparation in Spanish and English. Methodologies for systematic review, evidence mapping, scoping review, and quantitative/qualitative analysis. Technical communication and presentation skills for diverse audiences. Results-oriented, deadline-driven, and able to manage time autonomously in a remote work setting. Intercultural sensitivity and experience working in multi-country contexts.
Required Languages
Bilingual Spanish and English.
Desired Languages
Advanced knowledge of Portuguese is desirable.
