CON
Organizational Context
The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO CO) supports the national health development process and enables countries to shape sub-regional, regional, and global health agendas. It serves Trinidad and Tobago, Aruba, Curacao, Sint Maarten, Bonaire, St. Eustatius, and Saba, drawing on PAHO/WHO resources for technical cooperation.
Job Purpose
Population ageing is one of the most significant demographic transitions affecting Trinidad and Tobago and the wider Caribbean. The United Nations Decade of Healthy Ageing (2021-2030) provides a global framework for improving the lives of older persons through integrated, multisectoral action. Trinidad and Tobago has multiple policies, programmes, services, and stakeholders addressing ageing; however, these are fragmented across sectors. Responsibilities
Conduct a comprehensive review of legislation, policies, strategies, and programs related to ageing and older persons. Map key stakeholders across government, NGOs, community-based organizations, academia, and the private sector. Document existing healthy ageing initiatives aligned with the four action areas of the Decade of Healthy Ageing. Assess governance, coordination, and partnership mechanisms. Review available data systems, research, and information sources related to ageing. Identify strengths, gaps, overlaps, and opportunities. Develop actionable recommendations to strengthen coordination, planning, and implementation.
Work Experience
Essential: At least five years of relevant professional experience, including experience in policy reviews, landscape assessments, program evaluations, stakeholder mapping, and institutional analysis. Desirable: Experience in ageing, social protection, health systems, or the Caribbean context.
Skills
Strong analytical and report-writing skills; ability to synthesize complex information; strong stakeholder engagement and facilitation skills; project management and organizational skills; proficiency in Microsoft Office tools.
