PAHO Consultant - Development of the Health National Adaptation Plan (HNAP) for Trinidad and Tobago
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO). PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub-regional, regional, and global health agendas.
Job Purpose
To develop a Health National Adaptation Plan (HNAP) for Trinidad and Tobago, prioritizing and costing adaptation actions, strengthening health system resilience, integrating health into national climate policies, and ensuring equity for vulnerable populations, in response to the increasing vulnerability of Caribbean islands to climate change impacts.
Responsibilities
Conduct a SWOT analysis and preliminary assessment of available data, gaps, and needs. Develop and implement a communication plan. Conduct sensitivity analyses on climate-health relationships. Undertake health impact assessments (qualitative and/or quantitative). Identify and prioritize adaptation actions, including equity considerations. Assess health risks of adaptation and mitigation policies in other sectors. Develop implementation strategy for the HNAP. Promote coordination with the National Adaptation Plan (NAP). Estimate resources required and develop a resource mobilization strategy. Develop monitoring and evaluation framework. Prepare and finalize the comprehensive HNAP document.
Work Experience
At least 7 years of relevant professional experience in climate change and health, policy analysis, or health systems. Experience in data analysis, impact assessment, or similar studies. Experience working with Ministries of Health or national authorities and experience in the Caribbean context are desirable.
