National PAHO Consultant - Epidemiologist Assistant
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To provide technical support at the departmental level to strengthen epidemiological surveillance systems in Haiti, improving data quality, timeliness, and utility for public health action and response to epidemics.
Responsibilities
Support the collection, entry, validation, and analysis of surveillance data. Conduct regular supervision visits to sentinel sites and hospitals to assess notification quality and train staff. Contribute to the investigation of disease alerts and outbreaks. Produce weekly and monthly surveillance data analyses and contribute to the departmental epidemiological bulletin. Support the mapping of cases and outbreaks. Participate in field investigations during epidemics, including sample collection and initial control measures. Train peripheral health facility staff on surveillance protocols. Liaise between central and departmental health authorities. Submit weekly and monthly reports, epidemiological bulletins, and ad hoc mission reports.
Work Experience
Minimum of 5 years of experience in the health sector in Haiti. At least 3 years of experience in epidemiological surveillance support at the departmental level. Practical and recent experience in the surveillance of priority, infectious, or emerging diseases such as cholera, COVID-19, diphtheria, and other Vaccine-Preventable Diseases (VPDs). Previous experience working with a UN agency is desirable.
Skills
Proficiency in field epidemiology principles and methods. Ability to design and use data collection tools. Strong quantitative and qualitative analysis skills. Ability to present data effectively (tables, graphs, maps). Good knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Familiarity with mapping software is ideal. Knowledge of the Haitian health system and national surveillance protocols. Excellent communication and teamwork skills in a multicultural environment. Rigor, organizational skills, and ability to work under pressure. Integrity, discretion, and professionalism. Flexibility and mobility to travel frequently, including to difficult-to-access areas. Resilience and adaptability in a complex and unpredictable work environment.
