Job Purpose
To ensure the implementation of a comprehensive monitoring and operational follow-up system oriented towards results for a health humanitarian aid intervention, guaranteeing systematic control of project performance, timely generation of verifiable evidence, quality and consistency of reported information, and accountability according to PAHO standards and CBPF/OCHA mechanism requirements. The role involves continuous monitoring of implementation pace, early identification of deviations, risks, and bottlenecks, timely alert generation, and rigorous control of means of verification, contributing to operational decision-making and the achievement of project goals, deadlines, and results.
Responsibilities
Design, implement, and maintain the project monitoring system aligned with the results framework and donor requirements. Develop and standardize tools for information collection, validation, and consolidation. Monitor indicators, products, and activities, ensuring data quality, consistency, and timeliness, including appropriate disaggregation. Consolidate and maintain updated databases, ensuring data integrity for reports and audits. Continuously monitor the project execution pace, identifying delays, bottlenecks, and pending decisions. Identify risks and deviations, proposing mitigation actions and following up on commitments and corrective actions. Generate early alerts to coordination regarding risks of non-compliance with goals, deadlines, or execution quality. Develop and maintain executive monitoring dashboards integrating physical progress, indicators, available evidence, gaps, and corrective actions. Present executive analysis and summaries of findings to support decision-making. Organize and maintain the project's document management system, ensuring evidence availability and traceability. Verify consistency between activities, results, and indicators, ensuring adequate documentary support. Monitor the status of means of verification, identifying and managing information gaps. Participate in field supervision activities to verify implementation and intervention quality. Document findings, lessons learned, and corrective actions, systematizing generated evidence. Consolidate information for project reports, ensuring coherence between data, narrative, and evidence. Support updating information on donor platforms and reporting systems. Integrate the monitoring of Accountability to Affected Populations (AAP) and community feedback into the monitoring system.
Work Experience
5 years of experience in project monitoring and evaluation in technical cooperation project management, project management assistance, public health, economics, and/or related fields. Experience in information management, indicators, and reporting. Experience in preparing technical reports and consolidating/validating data. Experience in humanitarian projects or those funded by international cooperation will be valued. Experience working with public institutions, especially in the health sector.
