PAHO Consultant - ROSTER – Logistics & Freight Forwarding Specialist to support the design, implementation, and optimization of international health logistic operations, strengthening end-to-end visibility, efficiency, and risk management.

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To support the design, implementation, and optimization of international health logistics operations, strengthening end-to-end visibility, efficiency, and risk management through technical expertise in international logistics, multimodal transport, and claims management.

Responsibilities

Support the implementation of the Freight Forwarder (3PL) model. Review and optimize current processes against the future operating model. Align practices with UN standards. Contribute to the development of SOPs, presentations, and project materials. Support strategic decisions regarding consolidation and mode optimization. Coordinate operationally with Freight Forwarders. Support the pilot phase, evaluation, and process adjustments. Strengthen claims management processes and root cause analysis. Enhance tracking, visibility, and KPI monitoring frameworks. Provide technical advice and support decision-making. Facilitate knowledge transfer and capacity building.

Work Experience

7-10+ years of experience in international logistics/supply chain, including in Latin America and the Caribbean. Proven expertise in freight forwarding (air, ocean, multimodal), end-to-end transport management, coordination with carriers, logistics documentation, import processes across multiple countries, and claims management. Experience within the UN system, health supply chains, temperature-controlled cargo, and with 3PL models is highly desirable.

Skills

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Outlook). Working knowledge of automated systems and microcomputers related to procurement, logistics, and administrative operations. Knowledge of Visio and Project is an asset.
