Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To contribute to the Quality Assurance and Technical Evaluation of Health Technologies within PAHO's procurement mechanisms, supporting health system strengthening and strategic acquisition projects in Honduras.

Responsibilities

Review, update, and validate technical specifications for health technologies. Evaluate supplier technical documentation and provide recommendations. Apply risk-based technical evaluation principles and assist in medical device classification. Participate in technical evaluation of offers. Follow up on technical queries, incidents, and performance of health technologies. Classify, organize, manage, and archive technical information. Prepare technical reports and evaluation summaries. Participate in coordination meetings with national counterparts and regulatory authorities.

Work Experience

Minimum 5 years of professional experience in technical evaluation, regulation, management, procurement, or quality assurance of health technologies, preferably medical devices, biomedical equipment, or other health products. Experience in reviewing technical and regulatory documentation, validating specifications, evaluating offers, preparing technical reports, and applying risk classification criteria is valued. Experience working with international organizations, regulatory authorities, ministries of health, or public institutions related to health technologies and institutional procurement processes is valued. Demonstrable experience in managing documentary repositories, traceability of files, auditable technical archiving, and using institutional tools or platforms for process monitoring.

Skills

Technical competencies: Knowledge in technical evaluation and quality assurance of health technologies, including medical devices, biomedical equipment, diagnostics, or other health products. Ability to analyze technical specifications, product dossiers, regulatory documentation, certifications, and supplier eligibility criteria. Knowledge of risk-based evaluation approaches, medical device classification principles, and applicable regulatory and quality frameworks. Familiarity with procurement processes under international standards and preparing technical evaluation reports or opinions. Ability to produce clear technical reports, support recommendations, and maintain complete, organized, and auditable records. Skills: High analytical capacity, attention to detail, and technical judgment for document review and offer evaluation. Organization and discipline for documenting processes, maintaining traceability, and archiving evaluations. Effective oral and written communication in technical and multicultural environments, and coordination skills with authorities and technical counterparts. Ability to manage multiple tasks, meet deadlines with quality, and participate in technical coordination and follow-up meetings.
