Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To support the implementation and strengthening of health intelligence communities of practice, technically support the development of national and subnational Health Intelligence Centers, contribute to the integration of data from different surveillance systems, and develop methodologies for integrated analysis of public health events.
Responsibilities
Support the implementation and strengthening of health intelligence communities of practice. Provide technical support for the development and strengthening of Health Intelligence Centers. Contribute to the integration of data from different surveillance systems. Develop and apply methodologies for database linkage for integrated analysis of public health events. Conduct epidemiological and situational analyses of priority events, including emerging, re-emerging, and zoonotic diseases. Support the strengthening of syndromic surveillance. Contribute to the implementation and qualification of Community-Based Event Surveillance (CBES). Support the development of analytical models and tools for public health decision-making. Prepare technical documents, strategic reports, opinions, and informative notes. Participate in coordination with the Ministry of Health and other institutional partners. Systematize scientific evidence and epidemiological data to support strategic decisions. Support the organization and analysis of data for the development of health intelligence products. Contribute to strengthening surveillance and response to events related to climate change and health. Support preparedness and response actions for public health emergencies. Participate in technical meetings, workshops, and technical cooperation activities. Contribute to identifying gaps and opportunities for strengthening surveillance and intersectoral response.
Work Experience
Essential: Minimum of 7 years of professional experience in public health. Desirable: Proven experience in epidemiological surveillance; implementation or strengthening of Community-Based Event Surveillance (CBES); and work with international organizations. Desirable: Experience in national or international projects, particularly in public health initiatives; structuring or supporting Health Intelligence Centers; and database linkage methodologies.
Skills
Technical knowledge in epidemiology, data analysis, database integration, and communicable disease surveillance, including public health emergencies and disasters. Experience with integration and analysis of data from different health surveillance systems, including syndromic surveillance. Knowledge and experience in the implementation and strengthening of Community-Based Event Surveillance (CBES). Experience in the development and application of health intelligence methodologies, including integrated data analysis and evidence production for decision-making. Previous experience in projects related to strengthening surveillance systems and response to public health emergencies, particularly within the PROTECT project. Ability to work in a team, manage multiple activities simultaneously, and work in complex emergency response environments. Ability to prepare technical reports, strategic documents, and institutional presentations. Practical knowledge of Microsoft Office 365 (PowerPoint, SharePoint, Outlook, OneDrive, and Word) and virtual conferencing and collaboration tools like Zoom and Teams.
Required Languages
Essential: Fluency in Portuguese.
Desired Languages
Working knowledge of English and Spanish. Data analysis tools (R, Python, or similar); Epidemiological intelligence platforms (e.g., EIOS or similar); Data visualization and/or geoprocessing tools.
