Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
This consultancy will support the implementation and strengthening of health intelligence communities of practice, promote the exchange of experiences, systematize knowledge, and foster collaboration among institutional actors. It will also provide technical support for the development and implementation of climate and health strategies, contribute to the integrated analysis of climate, epidemiological, and environmental data, and support the use and improvement of indicators for monitoring heatwaves.
Responsibilities
Support the implementation and strengthening of health intelligence communities of practice. Provide technical support for the development and implementation of climate and health strategies. Contribute to the integrated analysis of climate, epidemiological, and environmental data, focusing on extreme climate events. Support the use and improvement of indicators like the Excess Heat Factor (EHF) for heatwave monitoring. Develop epidemiological analyses and modeling related to the impacts of climate events on health. Support the strengthening of syndromic surveillance applied to extreme climate events. Contribute to the structuring of early warning and response systems for extreme heat events. Support health risk assessment processes related to climate events and environmental disasters. Contribute to the analysis and response to complex emergencies, including dam-related disasters and other technological and/or environmental events. Support actions related to the surveillance of zoonoses and emerging diseases associated with climate change. Prepare technical documents, strategic reports, opinions, and informative notes. Participate in coordination with the Ministry of Health, states, municipalities, and institutional partners. Support the development of analytical tools, dashboards, and health intelligence products related to the topic. Contribute to the systematization of scientific evidence and best practices in climate and health. Support training activities, including the guidance and supervision of interns and support for the technical training of teams. Participate in technical meetings, workshops, and technical cooperation activities related to the area of expertise.
Work Experience
Essential: Minimum of 7 years of professional experience in climate and health or extreme climate events. Experience with data analysis and evidence production for decision-making. Experience working with international organizations. Desirable: Experience with heat indicators; syndromic surveillance applied to climate events; involvement in projects and initiatives related to climate change and health; experience in health risk assessment.
Skills
Technical knowledge in climate and health, epidemiology, and data analysis applied to extreme climate events. Experience in integrated analysis of climate, epidemiological, and environmental data. Knowledge and experience in applying heat indicators, particularly the Excess Heat Factor (EHF). Experience in syndromic surveillance applied to extreme climate events. Experience in health risk analysis related to disasters and climate events. Knowledge of complex environmental emergencies, including events like dam failures. Experience in analyzing zoonoses and emerging diseases associated with climate change. Ability to work in a team and operate in complex emergency response environments. Skill in preparing technical reports, strategic documents, and institutional presentations.
Required Languages
Fluent in Portuguese. Working knowledge of English and/or Spanish.
