Organizational Context

The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job Purpose

To support the strengthening of the resilient hospitals agenda, the structuring and implementation of the public health emergency management cycle, and the strengthening and operationalization of response networks, contributing to preparedness and response to extreme events and mass events.

Responsibilities

Support the strengthening of the resilient hospitals agenda, including capacity assessment and strategic action definition. Support the structuring and implementation of the public health emergency management cycle (prevention, preparedness, response, and recovery). Contribute to the strengthening and operationalization of RADE and other strategic response networks. Support the development, review, and updating of technical manuals, including those for hemorrhagic fevers, zoonoses, and pathogens with epidemic potential. Support the development and updating of clinical management protocols in emergency contexts. Contribute to preparedness and response to extreme events and mass events. Support emergency operations centers (EOCs) and situation rooms. Conduct risk analyses and capacity assessments in health services. Support the organization and conduct of simulations (SIMEX) and preparedness exercises. Develop technical documents, reports, and strategic products. Support coordination with the Ministry of Health, states, municipalities, and partners. Support capacity building and training processes in public health emergencies.

Work Experience

Essential: Minimum of 7 years of professional experience in public health, with proven experience in preparedness and response to public health emergencies. Additionally, experience in planning, conducting, or participating in simulated exercises and preparedness activities for public health emergencies; experience with international organizations; risk analysis; and clinical management of infectious diseases, including in emergency or outbreak contexts. Desirable: Experience in emergency operations centers or situation rooms, as well as in the development or implementation of contingency plans.

Skills

Experience with public health emergencies, resilient hospitals, emergency management, clinical protocols and guidelines production, epidemiological surveillance, preparedness for response to mass events, technical document elaboration, and experience in the MMPTF project or initiatives related to climate change, health, and migration.
