Advisor, Nursing, Midwifery and Allied Health Personnel Development
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
Provide leadership and technical cooperation to strengthen nursing, midwifery, and allied health personnel development across the Americas, supporting resilient, people-centered health systems and Universal Health.
Responsibilities
Design and implement technical cooperation strategies to strengthen human resources for health policies, plans, and regulatory frameworks, with a focus on nursing, midwifery, and allied health personnel. Promote and coordinate initiatives that support nursing, midwifery, and allied health education, continuing professional development, interprofessional education, and collaborative practice. Lead efforts to expand and strengthen the role of nurses and allied health personnel within health systems. Conduct workforce studies, strengthen information systems, and produce analysis to support evidence-based decision-making. Foster partnerships and collaboration with academic institutions, professional associations, and international organizations. Lead program planning, implementation, resource mobilization, monitoring, and evaluation activities.
Work Experience
Nine years of combined national and international experience in the development of health, nursing, midwifery, and allied health personnel with responsibility for service delivery, developing policies, guidelines, educational programs, and plans.
Skills
Strong expertise in human resources for health development, planning, policy formulation, regulation, and workforce management. In-depth knowledge of nursing, midwifery, allied health personnel, and health systems and services. Strategic thinking and planning skills. Ability to develop and evaluate technical cooperation interventions, programs, and projects. Expertise in health education, lifelong learning, continuing education, professional development, and quality improvement. Strong leadership, partnership-building, negotiation, and networking skills. Ability to utilize information and communication technologies and promote innovative digital approaches. Excellent analytical, written, and oral communication skills. Ability to collaborate effectively in multidisciplinary and multicultural environments. Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP), Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word.
Required Languages
Fluency in English or Spanish with a working knowledge of the other language.
Desired Languages
Knowledge of French and/or Portuguese.
