Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
Drive evidence-based decision-making and strengthen organizational performance across PAHO by providing strategic leadership to advance evaluation practices, foster learning, and enhance accountability.
Responsibilities
Lead the development and implementation of evaluation policies, guidelines, and workplans. Provide expert guidance on evaluation design, execution, and reporting. Strengthen Results-Based Management by integrating evaluation into planning, budgeting, and performance monitoring. Develop and implement systems and tools to enhance evaluation quality and track recommendations. Promote organizational learning through capacity-building and knowledge management. Foster collaboration with internal and external partners.
Work Experience
Nine years of progressively responsible professional experience in evaluation within the social sectors, including consulting and/or managing projects related to organizational performance, budget, and business process review, systems development or enhancement, and project or program design and implementation. This includes at least two years of experience working at the corporate level.
Skills
Strong expertise in evaluation methodologies (quantitative and qualitative) and results-based management frameworks. Advanced analytical and strategic thinking skills. Ability to design and implement monitoring, evaluation, and reporting systems. Excellent written and verbal communication skills. Proven leadership and team management capabilities. Strong partnership-building skills. Ability to manage multiple priorities and deliver results under pressure.
Required Languages
Fluency in English or Spanish with working knowledge of the other language.
