Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To establish a roster of qualified professionals to support technical cooperation activities in strengthening national regulatory systems for medicines and other health technologies in the Region of the Americas.
Responsibilities
Provide technical guidance to national regulatory authorities to strengthen regulatory frameworks and practices. Support the implementation of the WHO Global Benchmarking Tool (GBT) for assessing and improving regulatory maturity levels. Facilitate the development of Institutional Development Plans (IDPs). Provide strategic and programmatic advice to develop technical cooperation programs in the regulation of health technologies, fostering coordination at country, subregional, and regional levels. Provide technical input to support regional regulatory networks. Support the analysis, development, implementation, and evaluation of regulatory strategies and tools. Support the identification and engagement of partners. Contribute to the formulation of regional strategies and technical documents. Support the monitoring and reporting of ongoing projects. Provide input for technical reports and presentations. Facilitate knowledge exchange among Member States through workshops, training sessions, and technical dialogues. Document and disseminate good practices and lessons learned. Contribute to the development of training courses. Collaborate with internal teams. Contribute to efforts to mobilize political, technical, and financial support. Assist in the preparation of technical information and background materials for resource mobilization activities.
Work Experience
Essential: At least seven years of professional experience in regulatory systems for health technologies, with relevant and demonstrated experience in at least one of the nine regulatory functions of the WHO Global Benchmarking Tool (GBT). Desirable: Previous experience with international or regional organizations, with demonstrated engagement in countries across the Americas.
Skills
Essential: Application of regulatory science frameworks and internationally recognized standards (WHO, ICH, ISO, or equivalent) relevant to the regulatory function(s) of expertise. Familiarity with PAHO/WHO regulatory cooperation frameworks and regional regulatory networks (PANDRH, ICDRA, or equivalent). Desirable: Use of regulatory benchmarking or capacity assessment methodologies, including the WHO Global Benchmarking Tool (GBT) or equivalent instruments. Experience across more than one GBT regulatory function or across multiple health technology categories. Development or critical review of regulatory guidelines, technical norms, standard operating procedures, or institutional development plans. Technical support to regulatory harmonization or convergence initiatives. General Competencies: Commitment to PAHO's mission and public health values. Ability to work effectively in multicultural and multidisciplinary environments. Strong analytical, problem-solving, and written and oral communication skills. Ability to manage multiple priorities and deliver results within established timelines.
Required Languages
Fluency in Spanish or English, with working knowledge of the other language.
Desired Languages
Full professional fluency in both Spanish and English. Working knowledge of French or Portuguese is an asset.
