Monitoring and Evaluation (M&E) Consultant - Ebola Response
Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. The organization works with partners to save lives, protect people on the move, and facilitate pathways for regular migration. This role is within the Programme Support Unit (PSU), which oversees mission-wide monitoring, evaluation, and reporting functions, providing dedicated M&E support to IOM’s Ebola Virus Disease (EVD) response in Bunia.
Job Purpose
The M&E Consultant will support the Ebola response by enhancing the quality and consistency of monitoring and reporting. Working under the M&E Officer and coordinating with the Ebola Emergency Coordinator, the consultant will be responsible for data collection, analysis, field monitoring, and indicator tracking. This role is crucial for ensuring that all EVD response interventions are effectively monitored and reported according to donor and institutional requirements. The consultant will contribute to the overall success of the Ebola response by providing timely and accurate M&E insights, supporting data-driven decision-making, and ensuring accountability across multiple projects within the response.
Responsibilities
Key responsibilities include supporting the design, review, and utilization of data collection tools, surveys, and assessments. The consultant will be responsible for collecting, cleaning, maintaining, and analyzing project data for monitoring and evaluation purposes. This involves supporting field monitoring missions, tracking project indicators, and ensuring adherence to reporting schedules. The role also entails contributing to internal and external reporting by compiling inputs and drafting M&E sections. Identifying and flagging data quality or reporting issues, proposing corrective actions, and maintaining organized M&E documentation are also critical duties. The consultant will ensure that monitoring and evaluation activities are completed on time and meet quality standards.
Work Experience
Required experience includes monitoring and evaluation, reporting, data collection, data analysis, field monitoring, results-based management, and project support. Knowledge of IOM/UN procedures, donor reporting requirements, and data collection tools is advantageous.
Skills
Strong reporting, writing, analytical, communication, and teamwork skills are required. Proficiency in French and English is necessary, with local language knowledge being desirable.
