Consultance: Evaluation des dynamiques migratoires (Médouneu et Meyo-Kyé)
Organizational Context
The International Organization for Migration (IOM), a UN agency founded in 1951, promotes safe, orderly migration. Gabon, in Central Africa, experiences significant migration dynamics, both immigration and internal, driven by regional free movement and economic factors. While migration offers development opportunities, it presents challenges in border governance and management, exacerbated by porous borders and limited institutional capacities, leading to risks like irregular migration and trafficking.
Job Purpose
This consultancy aims to strengthen border governance and sustainable migration management in Gabon by conducting a preliminary evaluation of the Médouneu and Meyo-Kyé border areas. The purpose is to generate evidence-based data on cross-border migration dynamics, existing border management capacities, institutional needs, and observed gaps. This information will guide future interventions by national authorities and partners. The mission will establish a comprehensive diagnosis of the situation, identify challenges and opportunities in border governance, protection of mobile populations, gender equality, and human rights, and propose operational and strategic recommendations. A participatory methodology involving various stakeholders is recommended, ensuring the evaluation is gender-sensitive and rights-based.
Responsibilities
The consultant will conduct field missions in the Médouneu and Meyo-Kyé border areas to gather qualitative and quantitative data on cross-border migration dynamics, focusing on gender issues, population needs, community-authority relations, and border management challenges. This includes mapping existing infrastructure, assessing needs, evaluating border control procedures, and assessing operational capacities of border agents. The consultant will develop data collection methodologies and tools, organize and lead participatory field missions involving local authorities and civil society, conduct interviews and direct observations, document migration flows and identified gaps, and formulate recommendations for strengthening border governance and management. A final analytical report and a PowerPoint presentation are required.
Work Experience
At least seven years of professional experience in conducting evaluations, studies, or field missions related to migration, border management, or protection is required. Demonstrated experience in designing and applying qualitative and quantitative data collection tools is essential. Experience in integrating gender analysis and a human rights-based approach into sectoral studies is also necessary.
