Information Management National Consultant
Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane migration. In Burundi, its Displacement Tracking Matrix (DTM) collects and analyzes data on population mobility, displacement, and vulnerabilities, supporting evidence-based planning. This role, within the DTM unit, contributes to projects funded by the European Union (RE2CLID) and PRM, focusing on climate displacement and cross-border mobility.
Job Purpose
This consultancy aims to strengthen IOM Burundi's Displacement Tracking Matrix (DTM) unit by enhancing its information management and data analysis capabilities over a six-month period. The consultant will support crucial DTM activities, including data collection, quality assurance, processing, analysis, and the dissemination of information products. This role is vital for ensuring the continuity and quality of DTM operations, which provide essential data for evidence-based planning and response in Burundi. The work directly contributes to understanding population mobility, displacement trends, and vulnerabilities, particularly in the context of climate-related hazards and cross-border movements, supporting initiatives like RE2CLID and PRM-funded interventions.
Responsibilities
Support the planning and execution of DTM surveys and data collection activities, including tool development and testing. Monitor field data collection, providing technical support to enumerators. Conduct data cleaning, validation, and quality control, addressing inconsistencies with field teams. Manage, update, and maintain DTM databases and datasets. Process and analyze DTM data to identify key trends and findings related to mobility and displacement. Prepare analytical outputs such as reports, factsheets, and presentations. Develop and update dashboards, data visualizations, and GIS products. Train IOM staff and partners on data collection tools and information management procedures. Respond to data requests and support the dissemination of DTM information products, ensuring compliance with data protection principles. Provide user support and technical assistance on data collection systems. Perform other related duties as assigned.
Work Experience
Requires at least three years of professional experience in information management, data management, statistics, GIS, or monitoring and evaluation. Experience in data cleaning, validation, quality control, and analysis of quantitative datasets is essential. Proficiency in managing and analyzing quantitative datasets and experience with digital data collection tools (e.g., KoboToolbox, ODK) are necessary.
Skills
Proficiency in Microsoft Excel for data processing and analysis. Experience producing analytical outputs (reports, dashboards, maps). Experience with Power BI or GIS software (ArcGIS/QGIS) is highly desirable. Knowledge of SQL, Python, R, or other data processing tools is an advantage. Prior experience with IOM DTM or humanitarian data is a strong asset.
