Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This consultancy supports IOM Mission in Georgia within the "Enhancing Migration Data Collection and Management in Georgia (EMD-GEORGIA)" project. The role focuses on assessing and improving the Unified Migration Analytical System (UMAS) to enhance migration governance through better data standardization and use.

Job Purpose

This consultancy aims to support the IOM Mission in Georgia by conducting a comprehensive assessment of the Unified Migration Analytical System (UMAS). The purpose is to evaluate its current state, effectiveness, and trustworthiness in handling migration data. The role involves identifying applicable recommendations from the EMD migration data methodology, particularly for foreign-student analytics and foreign-migrant-worker data integration. Key contributions include preparing technical requirements and recommendations that will feed into an implementation and assurance roadmap, ultimately contributing to improved migration governance in Georgia through a more cohesive and efficient data ecosystem that drives evidence-based policy and programming.

Responsibilities

The consultant will conduct a detailed current-state technical and operational assessment of the Unified Migration Analytical System (UMAS). This includes reviewing relevant methodologies and documentation, and confirming UMAS's purpose, scope, and functionality through consultations with the Public Service Development Agency (PSDA/SCMI) and data-owning institutions. The role involves participating in diagnostic missions, documenting findings, and assessing data ingestion, quality controls, linkage methodologies, and report generation. A key responsibility is preparing an EMD-to-UMAS Applicability and Requirements Matrix, detailing how recommendations can be integrated. The consultant will also assess the interface with the planned Population Register, conduct reconciliation walkthroughs for specific data types, and map information product utilization. Collaboration with the International Consultant on the implementation roadmap and support for a validation workshop are also critical.

Work Experience

A minimum of 5 years of professional experience in migration data management, information management systems, or digital governance is required. Experience in developing strategic roadmaps, technical guidance for information systems, and reviewing data management methodologies is essential. Practical experience with interoperability, data integration, ETL, data quality, metadata management, and public-sector digital governance is also necessary.

Skills

Advanced analytical, facilitation, organizational, and communication skills. Strong knowledge of migration data management, data governance principles, and international standards. Experience with stakeholder consultations and government institutions. Proficiency in preparing technical and policy-oriented reports. Practical experience in data integration, ETL, data quality management, and digital governance. Experience with person-level record linkage is a strong asset. Gender-sensitive data approaches are desirable.
