The International Organization for Migration (IOM), established in 1951, is a leading intergovernmental organization dedicated to promoting humane and orderly migration. IOM Colombia supports orderly migration for Venezuelan populations, providing humanitarian assistance and early recovery through employment and entrepreneurship initiatives. This role specifically addresses the needs arising from a recent earthquake, focusing on affected communities in Cali and Pereira.

Job Purpose

This consultancy role supports the early recovery component of the IOM Colombia program, focusing on employment and entrepreneurship. The primary purpose is to manage, articulate, and implement strategies that generate comprehensive alliances for the earthquake-affected population. The consultant will contribute to restoring livelihoods and economic opportunities by identifying and fostering partnerships with public, private, academic, and international cooperation sectors. This involves conducting territorial diagnostics, mapping stakeholders, identifying economic sectors with potential for livelihood recovery, and developing rapid assessments. The role is crucial for ensuring that affected families regain access to income-generating opportunities, thereby mitigating negative survival strategies and promoting social cohesion and prevention within local governance frameworks.

Responsibilities

The consultant will conduct territorial diagnostics and livelihood analyses, utilizing secondary sources. Responsibilities include mapping and analyzing public, private, academic, and international cooperation actors to identify partnership opportunities for early recovery. The role involves identifying and prioritizing economic sectors for livelihood recovery, such as Cash for Work programs. Rapid assessments of livelihoods, employability, and economic opportunities in intervention zones will be developed. The consultant will collect, analyze, and systematize information on economic impacts and existing institutional support. They will support the implementation, monitoring, and evaluation of early recovery strategies, applying IOM's characterization and monitoring tools. Strengthening articulation with various entities for joint early recovery actions is key. Territorial monitoring of activity execution and goal achievement, along with preparing technical reports and documentation of best practices, are also required. The role includes participating in coordination meetings, facilitating articulation with employers and relevant actors for employment processes, and identifying institutional support for early recovery and entrepreneurship. Coordination with the national specialist and territorial team is essential for project activity tracking and reporting.

Work Experience

Experience working in an inter-institutional environment (UN, NGOs, donor community, authorities, IDPs, civil society). Experience in managing alliances and executing projects with the private sector is valued. Experience in early recovery focused on emergencies, disasters, and humanitarian assistance is also desirable, as is experience in income generation programs for vulnerable populations.
