Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading intergovernmental organization in migration. IOM Colombia aims to provide orderly migratory support to Venezuelan migrants, offering humanitarian assistance and early recovery through employment and entrepreneurship programs. This role supports the Emergency and Stabilization program, focusing on urban and planning strategies to promote social cohesion and prevention.

Job Purpose

This consultancy role supports the early recovery component, specifically focusing on employment and entrepreneurship. The consultant will manage, articulate, and implement strategies to generate comprehensive alliances for earthquake-affected populations in Cali and Pereira, and Buenaventura District. The purpose is to facilitate income generation opportunities, mitigate negative survival strategies, and contribute to the overall resilience and social cohesion of vulnerable communities impacted by the earthquake and pre-existing vulnerabilities. The role is crucial for rebuilding livelihoods and fostering economic stability in affected regions.

Responsibilities

Key responsibilities include conducting territorial diagnostics and livelihood analyses, mapping and analyzing public, private, academic, and international cooperation actors to identify partnership opportunities. The role involves identifying and prioritizing economic sectors for livelihood recovery, developing rapid diagnostics on livelihoods and employability, and collecting/analyzing information on economic impacts and existing institutional support. The consultant will support the implementation, monitoring, and evaluation of early recovery strategies, manage beneficiary characterization, and strengthen coordination with various entities. This includes preparing technical reports, participating in coordination meetings, documenting best practices, and facilitating articulation with employers and employment centers. The role also involves identifying and analyzing institutional offers for early recovery and income generation, coordinating with national specialists and territorial teams, and ensuring project goals and indicators are met.

Work Experience

Experience working in an inter-institutional environment (UN, NGOs, donor community, authorities, IDPs, civil society). Experience in managing alliances and executing projects with the private sector is valued, as is experience in early recovery focused on emergencies, disasters, and humanitarian assistance.
