Consultant - Strengthening NEA Distress Reporting Mechanisms BRMM Project
Organizational Context
The International Organization for Migration (IOM), a UN agency, promotes humane and orderly migration. This consultancy supports the Better Regional Migration Management (BRMM) Programme in Kenya, funded by the UK's FCDO. The BRMM programme aims to enhance safe, orderly, and regular labour migration across the East and Horn of Africa by strengthening skills-to-employment systems and protecting migrant workers. This role contributes to the Labour Mobility Division at IOM Kenya.
Job Purpose
This consultancy aims to strengthen the availability and quality of migration information and services for youth in Kenya, addressing the limited access to reliable information on safe and regular pathways. The role will enhance existing support points, such as hotlines and digital platforms, by improving their utilization and addressing fragmented referral systems, weak feedback mechanisms, and inconsistent case management. The primary objective is to improve the effectiveness, responsiveness, and coordination of hotline, feedback, and referral systems, thereby strengthening access to safe and regular migration pathways for vulnerable youth. The consultant will work closely with the Ministry of Labour and Social Protection and the National Employment Authority (NEA).
Responsibilities
The consultant will develop Standard Operating Procedures (SOPs) for feedback mechanisms and distress reporting, including refining distress and hotline forms to capture essential information. Responsibilities include establishing regular coordination channels between hotline managers and referral partners, and developing protocols for information sharing and timely response management. Capacity building for hotline and case management staff on SOP implementation, case handling, referral coordination, and ethical communication is a key duty. Additionally, the consultant will conduct capacity building for officers at KLMRC and TVETs on labour migration policies, ethical recruitment, and rights-based counselling, and develop/disseminate Information, Education, and Communication (IEC) materials. The role requires producing an inception report, a comprehensive mapping report of referral pathways, and a final consultancy report with recommendations and an implementation roadmap.
Work Experience
The role requires strong management capabilities and experience. Proven ability to establish and maintain strong working relationships with government counterparts, international organizations, and private sector entities is essential. Excellent communication, negotiation, report writing, and computer skills are necessary. Experience in Kenya or the East and Horn of Africa region is highly desirable.
