Consultant, Migration Data Analysis and Route Snapshot
Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. IOM Mauritania's Migration, Data and Research Unit (Displacement Tracking Matrix, DTM) manages a rich data ecosystem on mobility and migration. This role contributes to the unit's efforts to consolidate and analyze diverse migration data sources.
Job Purpose
This consultancy aims to analyze and synthesize complex migration data from various sources within IOM Mauritania and neighboring countries. The primary goal is to create a consolidated understanding of migration routes, including their corridors, nodes, and associated risks. The consultant will develop analytical frameworks, produce data visualizations, and contribute to a comprehensive "Migration Route Snapshot" publication. This involves mapping mobility patterns, assessing risks, analyzing climate interactions, and disaggregating data by demographic factors to provide a route-based perspective on migration dynamics.
Responsibilities
The consultant will conduct an inception phase to assess data sources, harmonize geographic references, and develop an analytical framework. This will be followed by a construction and analysis phase, involving building route graphs and origin-destination matrices, measuring immobility, identifying tipping points, and profiling risks along migration segments. The analysis will extend beyond Mauritania's borders and consider climate interactions. The consultant will also specify map requirements and ensure data is disaggregated by sex, age, nationality, and disability. The final phase involves editorial production, integrating maps into a professional "Migration Route Snapshot" publication, and developing a reproduction kit for future use. A final analytical report and presentation will also be delivered.
Work Experience
Requires at least five years of experience analyzing migration or displacement data, preferably with IOM's DTM or a similar system. Demonstrated experience in multi-source quantitative and spatial analysis, data collection instrument design, data quality assessment, and producing analytical layers/map specifications is essential. Experience in creating publication-quality editorial products and handling sensitive data is also required.
Skills
Advanced proficiency in multi-source quantitative analysis using tools like Python, R, or SQL. Strong data visualization and data storytelling capabilities. Ability to produce professionally designed editorial content using Adobe InDesign or Microsoft PowerPoint, adhering to visual identity guidelines.
