Organizational Context

The International Organization for Migration (IOM) is a UN agency promoting humane migration. In Tajikistan, IOM is implementing a project to strengthen gender-sensitive border management within the Border Forces. This consultancy supports this initiative by enhancing the operational readiness and institutional integration of gender-sensitive capacities, focusing on training, guidance development, and outreach.

Job Purpose

This consultancy aims to strengthen the operational readiness, institutional integration, and sustainability of gender-sensitive border management capacities within Tajikistan's Border Forces (BFT). The role will contribute by developing and delivering targeted training for female border guards, creating guidance for their deployment, designing a Training of Trainers (ToT) program, and developing a communication and empowerment plan to promote women's participation in border control. Additionally, the consultant will support outreach, mentorship, and engagement initiatives to foster a more inclusive and effective border management system that addresses security, facilitates legitimate movement, and upholds protection principles, particularly for vulnerable travelers.

Responsibilities

The consultant will develop and deliver targeted training for female border guards, covering gender-sensitive control, protection-sensitive screening, referral mechanisms, and communication skills. This includes creating curriculum, facilitator materials, and assessment tools. The role also involves developing practical criteria for deployment readiness and guidance for female border guard deployment in cooperation with BFT. Furthermore, the consultant will design and deliver a Training of Trainers (ToT) program to build BFT's internal capacity for future training. A communication and empowerment plan will be developed to address barriers and promote women's participation in border control. Finally, the consultant will support outreach, mentorship, and engagement activities, developing implementation plans and materials to foster professional conduct and respectful interaction with communities.

Work Experience

A minimum of 3 years of relevant professional experience is required in areas like training design and delivery, capacity development, gender equality, border management, or protection. Experience with Training of Trainers programs, developing communication/empowerment plans, and working with international organizations or government institutions is preferred.

Skills

Demonstrable skills in drafting recommendations, action plans, training curricula, and reports. Knowledge of border management, migration trends, and gender issues in Central Asia is desirable. Excellent interpersonal skills are essential.
