Local Consultant
Organizational Context
The International Organization for Migration (IOM), a UN-related agency since 1951, promotes humane and orderly migration. The ELEVATE project, launched in October 2024 and funded by KOICA, aims to integrate refugees and marginalized groups into Armenia's economy. This two-year initiative focuses on enhancing local economies and fostering resilience in displacement-affected communities, with this role contributing to Outcome 2: increased income-generation capacity for vulnerable individuals.
Job Purpose
This consultancy supports the ELEVATE project's objective to enhance the income-generation capacity of vulnerable individuals, including displaced persons from Karabakh and local community members in selected Armenian marzes. The role is crucial for delivering practical financial inclusion and capability training. The purpose is to adapt existing financial literacy resources and deliver participatory training sessions tailored to the specific needs and challenges of the target audience. This will empower participants with essential skills in household budgeting, personal financial planning, savings, responsible financial decision-making, and awareness of available financial services, ultimately contributing to their economic resilience and integration.
Responsibilities
The consultant will adapt and develop training materials, ensuring they are accessible, practical, and culturally appropriate for the target audience, integrating gender and conflict sensitivity. This includes creating exercises, case studies, and budgeting tools, and submitting the adapted package for approval. The consultant will deliver 12 one-day practical training sessions using participatory adult-learning methodologies, covering topics like budgeting, income management, financial planning, savings, debt management, and financial product awareness. Participants will be supported in developing financial action plans. The role also involves monitoring and reporting, including developing pre- and post-knowledge tests, collecting feedback, documenting lessons learned, and producing a final report detailing activities, outcomes, challenges, and recommendations. Participation in coordination meetings and adherence to IOM standards are also required.
Work Experience
A minimum of three years of professional experience in financial literacy, financial inclusion, or household finance is necessary. Demonstrated experience in designing and delivering adult training programs is essential. Experience with vulnerable populations, refugees, or livelihood programs is highly desirable, as is experience adapting educational content and using participatory facilitation methods.

Strong understanding of personal finance, budgeting, and financial inclusion concepts. Excellent training, facilitation, and presentation skills. Strong communication and interpersonal abilities. Capacity to explain complex financial concepts simply. Proficient organizational and reporting skills. Advanced computer literacy, including Microsoft Office applications.
