Organizational Context

The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This role contributes to a project strengthening border governance, security, and stability in Mali and neighboring countries through community engagement and cross-border cooperation. The project is funded by the German Federal Foreign Office and aims to enhance local and community capacities.

Job Purpose

This consultancy aims to strengthen the capacities of key local actors in Mali, including administrative authorities, community leaders, women's and youth groups, in mediation, conflict prevention and management, communication, and cooperation. The consultant will design, facilitate, and evaluate training sessions and dialogue forums. The initiative is part of a larger project focused on improving border governance and stability in the region, addressing challenges posed by instability and criminal networks, and fostering community resilience and cross-border collaboration.

Responsibilities

The consultant will be responsible for developing a methodological note and detailed work plan. Key duties include designing context-specific training modules on mediation, communication, cross-border cooperation, and conflict prevention/management, as well as creating practical, participatory pedagogical tools. The consultant will animate training sessions and facilitate inclusive community dialogue, ensuring the participation of women, youth, and vulnerable groups. Responsibilities also encompass developing and administering evaluation tools, analyzing results, documenting best practices and lessons learned, and producing activity and final reports with operational recommendations.

Work Experience

A minimum of five years of relevant professional experience is required in training, mediation, conflict prevention and management, or community dialogue facilitation. Experience in fragile contexts, border areas, or with IOM is a significant asset.
