Job Purpose

The Senior Programme Assistant (CBI) will support the coordination and implementation of cash-based intervention (CBI) activities in Pakistan. This role operates under the supervision of the Chief of Mission, Senior Programme Coordinator, Programme Manager, and National Programme Officer (CBI). The primary objective is to ensure high-quality program implementation by adhering to established accounting standards, IOM's rules and regulations, donor requirements, and legal obligations. The position contributes to IOM's mission of promoting humane migration and supporting vulnerable populations through effective and compliant cash-based assistance programs.

Responsibilities

Key responsibilities include planning and implementing CBI activities, such as situational analysis, needs assessments, targeting, and distribution, in line with IOM standards and donor agreements. The role involves coordinating and monitoring operational, administrative, and financial aspects of CBI, ensuring compliance with IOM policies and regulations. It also requires promoting the integration of cross-cutting issues like Gender-Based Violence, Disability Inclusion, and Accountability to Affected Populations into CBI activities. Supporting the identification and monitoring of transfer mechanisms, contributing to the development of Standard Operating Procedures (SOPs), and coordinating the work of Programme Assistants are also crucial. The position involves preparing project documentation, monitoring budget utilization, identifying implementation challenges, and recommending corrective actions. Regular duty travel for project monitoring and coordination with stakeholders, including local authorities and other UN agencies, is expected.

Work Experience

Required experience includes cash programming in humanitarian contexts, preferably across multiple sectors and in emergency/conflict environments. Experience liaising with governmental authorities, international institutions, UN agencies, and NGOs is essential. Project management experience, strong familiarity with databases and assessment tools, and reporting skills are also necessary. Prior work experience with international humanitarian organizations in a multicultural setting is advantageous.

Skills

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Strong interpersonal and communication skills. Ability to work independently, organize work, meet deadlines, and prioritize under pressure. Knowledge of CBI fundamentals, Accountability to Affected Populations (AAP) tools, and Sphere standards is preferred. Familiarity with innovative humanitarian systems and a capacity for rapid learning are beneficial.
