Consultant (Field Expert)
Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. The "Promoting Sustainable and Socially Inclusive Labour Market Integration" project in Türkiye aims to increase formal employment and strengthen harmonization. This role contributes to Activity 4.3.4, enhancing social cohesion through localized implementation of the National Action Plan on Harmonization.
Job Purpose
This consultancy role supports the "Promoting Sustainable and Socially Inclusive Labour Market Integration" project in Türkiye, specifically focusing on Activity 4.3.4. The primary purpose is to enhance social cohesion between migrants and host communities by strengthening the capacity of Provincial Directorates of Migration Management. This involves analyzing local migration and harmonization situations, fostering coordination among public institutions, developing policy recommendations based on local needs, and supporting the effective implementation of national harmonization policies. The consultant will contribute to the preparation of Local Harmonization Action Plans for 20 provinces, ensuring a holistic perspective and locally specific solutions to address social cohesion needs.
Responsibilities
The consultant will conduct field visits and direct implementation in assigned provinces, focusing on assessing local conditions and needs through consultations with various stakeholders including governmental bodies, law enforcement, employment agencies, educational and health directorates, civil society organizations, and universities. Responsibilities include preparing province-level Situation and Needs Assessment Reports using standardized templates. The consultant will also facilitate two-day local action plan preparation workshops with diverse local stakeholders and draft separate Local Harmonization Action Plans for each province based on workshop outcomes. Regular coordination meetings with the project coordinator, IOM, and the Presidency of Migration Management are required to provide progress updates. The consultant will also perform other assigned duties as needed.
Work Experience
A minimum of 3 years of relevant experience in migration studies, social cohesion policies, or related fields is necessary. In-depth knowledge of local migration dynamics, governmental and civil society functions, and prior experience in preparing action plans or policy documents are essential. Experience in the designated provinces, workshop facilitation, field research reporting, and with the UN system are advantageous.
