Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. It collaborates with governmental, intergovernmental, and non-governmental partners to save lives, protect migrants, and facilitate regular migration pathways. The Head of Office in Slovakia reports to the Sub-Regional Director, overseeing country activities, program implementation, donor liaison, and staff management.
Job Purpose
The Head of Office is accountable for all IOM activities in Slovakia, ensuring the effective day-to-day management and implementation of relevant programs. This includes fostering relationships with the government, keeping regional and headquarters units informed of developments, and promoting IOM's strategy and programming within the regional framework. The role involves liaising with various stakeholders, managing staff, and ensuring the successful execution of projects, contributing to IOM's mission of promoting humane migration and supporting people on the move.
Responsibilities
Key responsibilities include maintaining liaison with governmental authorities, diplomatic missions, UN agencies, NGOs, and other partners. The Head of Office will promote IOM's programs and services in Slovakia, identify programmatic opportunities, and develop project and fundraising strategies. This involves planning, organizing, implementing, and coordinating all project aspects, ensuring proper monitoring, evaluation, and compliance with reporting obligations. The role also entails managing personnel, budgets, and financial matters, coordinating office oversight, and contributing to sub-regional and regional priorities. Regular consultation with implementing partners and undertaking duty trips are also part of the role.
Work Experience
Proven experience is required in managing multidisciplinary teams in complex operational environments, including humanitarian settings. Experience in strategic planning, policy development, budget oversight, financial planning, and compliance is essential. The role also requires experience in coordinating with diverse stakeholders, representing the organization at high-level meetings, and working effectively in diverse cultural and political contexts with an understanding of migration dynamics.
Skills
Strong leadership, team management, and decision-making skills are essential. The role requires the ability to analyze trends, assess risks, and develop strategic plans. Diplomatic and negotiation skills are crucial for engaging with governments and donors. Expertise in managing humanitarian programs, identifying funding opportunities, and excellent written and verbal communication skills are necessary.
