Organizational Context

The International Organization for Migration (IOM) in Azerbaijan, in partnership with UN-Habitat and UNEP, is implementing an Adaptation Fund project to enhance climate resilience in cities and communities. This project focuses on building local capacities and implementing adaptation initiatives, such as greening corridors, early warning systems, and water security measures. The Senior Project Associate will support the Head of Office and National Programme Officer in coordinating and implementing IOM's project activities.

Job Purpose

The Senior Project Associate (Climate Action) plays a crucial role in supporting the implementation of the "Building Climate Resilient Cities and Communities in the Republic of Azerbaijan" project. This position is responsible for coordinating and executing IOM's project activities, ensuring compliance with IOM procedures and donor requirements. The role contributes to enhancing climate change adaptation and resilience at the local level by supporting technical capacity building, implementing specific adaptation initiatives in Baku, Neftchala, and Astara, and scaling up successful solutions. The Associate will work under the supervision of the Head of Office and National Programme Officer, collaborating with regional units and various stakeholders to achieve project objectives and foster climate resilience in Azerbaijan.

Responsibilities

The Senior Project Associate will independently coordinate and lead project implementation, including regular travel to project sites, monitoring activities, and addressing implementation challenges. Responsibilities include researching and analyzing relevant national and international developments, monitoring budget expenditures, and coordinating financial, administrative, and technical project aspects. The role involves managing the procurement and delivery of project equipment, planning and conducting capacity-building workshops, and liaising with local authorities, UN agencies, NGOs, and donors. Additionally, the Associate will coordinate the preparation of reports and correspondence, identify best practices, manage project knowledge, and supervise reporting staff and implementing partners.

Work Experience

Required experience includes coordinating or supporting the implementation of development, climate adaptation, environmental sustainability, or resilience-building projects. Experience in managing operational, logistical, or administrative project aspects, including follow-up with suppliers and partners, is essential. The role also requires experience liaising with governmental authorities and international organizations, and working with vulnerable groups. Prior experience in a multicultural setting with international humanitarian organizations is advantageous.

Skills

Key skills include strong project coordination, organizational, and planning abilities. Proficiency in climate adaptation, resilience-building, and environmental sustainability concepts is important. Knowledge of the UN system and multilateral donor programming is beneficial. The role requires proven ability to build strong working relationships with stakeholders, good communication, interpersonal, and supervisory skills, and the capacity to meet deadlines under pressure. Computer literacy, including Microsoft Office proficiency, is necessary.
