Job Purpose
The Monitoring and Evaluation Officer, reporting to the Chief of Mission and Head of Partnerships and Programme Support, is responsible for supporting all aspects of project, programme, and strategy Monitoring and Evaluation (M&E). This includes developing and implementing the M&E system to enhance activities, data collection, analysis, and reporting. The role aims to facilitate learning and recommend continuous improvements to strengthen IOM's operational effectiveness and impact in Syria. The position requires close coordination with regional and headquarters units to ensure alignment with organizational standards and donor requirements.
Responsibilities
The Monitoring and Evaluation Officer will maintain and adjust the M&E framework in coordination with key stakeholders. Responsibilities include preparing regular reviews and evaluations, monitoring compliance with donor requirements, and supervising M&E support activities. The role involves ensuring proper use of IOM's PRIMA system, identifying and monitoring project risks, and collaborating with partners and UN agencies on quantitative and qualitative monitoring. The officer will draft monitoring reports, contribute to public information materials, and ensure M&E findings are shared and discussed. Additionally, the role includes coordinating performance indicator development, designing performance report formats, and reviewing implementing partner activities. Capacity building of staff and partners in M&E, assessing data availability, and participating in external partner activities are also key duties. The officer will contribute to project development, verify M&E budget inclusion, and stay updated on IOM's M&E functions.
Work Experience
Required experience includes project/strategy conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity building, including training design and delivery, is essential. The role requires experience liaising with governmental and diplomatic authorities, as well as national and international institutions. Familiarity with financial and business administration, a strong understanding of migration issues, and experience organizing high-level consultations are also necessary. Knowledge of M&E concepts, approaches, and techniques, including qualitative and quantitative methods, is crucial.
